0.9999999999999999......... does not need a limit to be equal to 1. however, the function [sigma][from 1 to x] of 1/x needs a limit to be 1/9.

0.9999999999...=1 is a statement that only makes sense when you start getting into the foundations of the real numbers, which are defined as limiting points of collections of sequences in the rationals.
