50% sharing

Is not working. Snare took windy's city with much less than half the troops he should have needed had the sharing been working.

I now update this to troop sharing not working period. If it was working, I would be getting the benefit of 10% of Peace's substantial army on reg, but i am getting broken as easily and with as few losses as ever.

EDIT: I am aware that troop sharing is currently off - we tried it earlier, with no results, so there was no reason to continue.
