So if we start a dummy website, what will motivate other people to actually go there? 10 or 20 people clicking links once a day won't generate much ^_^.

Who pays hosting fees for this website?

Just post a link on the RWL forums saying that if they want to support this, click on the link and constantly refresh the page. If its filled with ads (let's say that every add costs 3 cents) then it will produce a small amount of cash per refresh (10 ads=30 cents. 10 refreshes=$3).  The upkeeping costs will not be very high as it is a website for a month. I don't think the amount of money to start this round would be too much to start with, and if about 10 people refresh 10 times it will produce the amount.

Advertisers are smart enough not to pay the same person for refreshing ads. They count by the click, and they count IPs, each day.

It would generate less than that in hosting fees, and who here actually has both the know-how and the time to set it up in the first place? (Hint, the people with kn-whow don;t have time and the people with time don;t have knowhow).

Ads are only profitable on high-traffic websites. RWL is not such a thing. Even the ad that RWL has on facebook generates only a dollar a day or something like that in fees, and it is seen by literally thousands of people.
