There is no conflict or "I didn't know any better!" excuses with a coded in rule.

It's a known bug (sort of) to do with land discrepancies. When the game demos buildings to maintain half land it sometimes makes mistakes. I haven't yet been able to isolate under what circumstances it screws up but I have an idea that might avoid the issue entirely. I just haven't had any time to implement it.

In the meantime I fix land discrepancies on a daily basis. You should be good to go again.
