At what difference/ratio in networth do you begin incurring penalty for attacking?
I've found when attacking up, you incur a penalty when their NW is at leats twice your. Based on this I would guess when attacking down it would be half of your NW. Aarak on Reg.
I mean in terms of percentages.
Mathematical formula for percentages up to 10%.

But the difference is if you're 2.5 times larger than your opponent, your troops are lost in shame. If your opponent is 2.5 times larger than you, your troops are lost in fear.
Fear loses more troops than shame.
