In theory Fire melts the Ice but water extinguishes the flame. Unless it's gasoline based and Ice or Water would make things worse. Maybe if Ice was cup shaped we could cover the flame and win with a smothering method

Unless it's fuelled by a gasoline like substance in which the flame only spreads and becomes more devastating.
