Have we killed off the Turbo rounds? I don't see where to sign up.

Yep! 
Limited playerbase, made a hybrid server. 
Reg now resets quarterly has has a turn rate that gives full turns (550/150) every two-ish days. 
A Goldfish has an attention span of 3 seconds...  so do I
