Subj: FM Decision on Team 4 Protest

RBSMons Program is not an officially sanctioned program, legally written into the RBWL5 rules and agreed to by all participating teams. It?s use was approved by the FM?s as a test to facilitate the determination as to whether pilots were using cheats or may have hacked the game to give themselves an unfair advantage. The FM?s are of the opinion that we would be outside our mandate and authority to impose penalties based solely on a review of the logs generated by this program. Additionally, as KPigon has admitted the use of RBSMons is not user friendly and care should be used in its use to determine rule violations. Although the FM?s appreciate the data available from this program and believe that with further perfecting this program can be a viable part of future events, it?s use as the sole determination of possible violations would not be appropriate.

In the matter of the missing self-death point for BA_Hopper. By all indications, it appears that his death was caused by an AA headshot. His description of the out of body circling view is indicative of a headshot. The fact that no Team 4 pilot was awarded this kill is indicative that the headshot was the result of AA. Although the RMSMons program shows that his engine ?shut off? it does not seem to indicate whether this was the result of Hopper?s own doing or the result of the AA headshot. The fact that no AA/Mech death was recorded is due to the server and the game itself. It was not due to any action of the part of the pilot himself. Although the RBSMons program may be used in future events to adjust scores for these types of server glitches, it would not be appropriate to do so here.

In the matter of the CSq_Swift?s landing outside a friendly drome. It appears from Swift?s account that he was able to egress from the target area and fly a certain distance. He then landed, pondered his circumstances, and then took back off in an attempt to RTB, [as per the rules]. He was then found and shot down by a Team 4 pilot. Team 4 is requesting that a penalty be imposed for landing outside a friendly drome. Had Swift new lifed when he initially landed, he would have suffered one AA/Mech point. At the same time, in all likelihood he would not have been located and shot down by the Team 4 pilot. As such, Team 4 was awarded a total of 3 points for his death instead of just the one. Therefore, Team 4 scored 2 additional points for his death than they would have if he had new lifed. But, as there were no Team 4 witnesses to his landing and as his actions were solely indicated by the RBSMons program, the FM?s will not impose a penalty for the reasons stated in paragraph one.

In the matter of the penalty imposed for J5_Reinhardt?s respawn at a destroyed drome. Based on additional information provided by Team 4, the FM?s agree that the 3-point penalty for his operating from a destroyed drome was inappropriate. Therefore, the FM?s have agreed to remove this penalty.

With these binding decisions, the FM?s have agreed to adjust the preliminary scores in the following manner: Minus 15 points from Team 4?s score instead of the minus 18 imposed from the initial protest filed by Team 6. Additionally, plus one point to be awarded to Team 6?s score for the exit on a death as described in the FM decision on Team 6?s protest.

This will make the final scores as such:
Team 6 BA/CSq/RAF28/RAF56 44
Team 4 KFZ 44

With the break for Rhinebeck, there appears to be insufficient time to schedule a tie-breaking match prior to the start of the playoffs and the FM?s will not attempt to do so. Additionally, this decision does not have any Playoff implications. But?if both TR?s can mutually agree to a rematch at a time and date mutually agreeable to both, the FM?s will attempt to ensure a server is provided at the agreed upon date and time. If no mutually rematch is agreed upon, this Tie match will not be scored as either a loss or a win for either team. This constitutes the decision of the RBWL 5 FM?s and is to be considered final and binding.
